and it has some plastic over it, is that part of it or is it a wrapping, i dont want to pull something thats supposed to be there off

Yes, peel the layer of plastic off of the pick guard if you want. There's no point in keeping it on.

no wait its not, its a pick guard like the others said, its there so when u strum with a pick you dont damage the wood body of the guitar...
