I've been watching couple acoustic covers and I noticed every time they strum, Their fret hand even though its the same note would be moving (like pressing then releasing then pressing again)

Why do they do this instead of just keeping their fingers on the chord and strumming

I may have worded this wierd lmk if u dont understand what im trying to say

it mutes the notes to allow that "strumming" sound. Otherwise you'd just hit the notes again.

Penguin said it well, it is one of many techniques of how to strum, it gives it a unique muted sound to the strumming. Different songs use different techniques, there are many songs that do not do this, and there are many songs that use other kind of strumming techniques.
