For a beginner, I'd suggest going for used stuff.

The big advantage is that you'll get great gear for a price range equal to the one you'd pay a starter pack, but you have to make sure it's in good condition and everything.

Now, what's your budget and what kind of music are you going for?

If you're willing to go up to 500$ and maybe a little extra, I'd suggest a used Fender Stratocaster MIM (Made in Mexico). Make sure it's actually written on the headstock and don't get a Squier...
Look up on eebay or if you have any classifieds near you.
If you want some info on that guitar, it's one of the most classic guitar used for rock or even softer (and sometimes harder) stuff. It's a very versatile guitar and worth the money even if you have to pay more than 400$, since it will last you quite a long time.

Here: http://guitars.musiciansfriend.com/product/Fender-Standard-Stratocaster-Electric-Guitar?sku=501158
You can buy one used for 399$, but I'd suggest getting a brand new for 100$ more, and you even get a gig bag + a tuner.

As far as the amplifier go, my main suggestion for a beginner would be the peavey vypyr: http://guitars.musiciansfriend.com/product/Peavey-Vypyr-15-15W-1x8-Guitar-Combo-Amp?sku=482908

These are my personal recommendations, if anyone has something else to suggest feel free.

Tell ur cousin to get one of the low end sets on a good brand.
Like a tama imperialstar, I think it's like 700 now and it really is a good quality set.
He def should go with a set like that, he'll probably keep the same set for a while so it's a good idea to invest in a good brand.

Eh, If you have a lot of money, I'd say go with the Fender Strat, if your going cheap (which I recommend to beginers) I'd say go with a Fender Squire, real nice cheap starter.
Or. Any decent Jackson, they have emgs in them :O :D

You can find cheap Fender Strats.. And if you were to go with Jackson just because of the EMG pups, go with LTD instead.

WAY better guitars in terms of quality/price ratio compared to low-end Jacksons.
