does the b mean bend? how do you bend to another fret? am i over thinking this? this is pearl jams "dissident" btw on guitar

The b means bend and the r means release (as in to release a bend). The note before the b is the fret you are bending on and the note after the b is the pitch you are bending to. In this case, you are bending the 14th fret to make it sound like the 16th fret. I think this tab is wrong though. If you need help reading tabs, refer to this article:

Now we're talking tabs i have a question too. What does it mean when the letters "A.H" are standing over a note? It sounds like a pinch to me, but im not sure.

I think that stands for artificial harmonic, such as a pinch or tapped harmonic.
