how long should i wait to let the strings stretch? when could i tune a string a whole step above standard tuning?

That as odd as it sounds can depend on your guitar, how you strung the guitar in first place and what gauge and type of strings you are using lol.
But give it a day to play for the strings to really set and stop falling out of tune. But right away is fine man, you just may have to continue tuning it until it stops.

i did and always do but im afraid of putting too much tension on so early and cause a string to snap, especially the b and high e

but they can take a lot more pulling than you think
