go to a violin shop and look at used ones. for 400 you are not looking for a specific brand, there are tens of thousands at this price range with fake labels. -this doesnt make them bad, in fact you should should expect it. mine was $1200 and says "antonius stradivarius cremonesis, faciebad anno 1716, made in czechoslovakia". my boss says it is probably a german village fiddle from early 1900 at the earliest. doesnt matter anyways, it is the sound you are paying for.
if you just want a new violin you will be buying a chinese violin. i suggest something from century strings distributer. if you go to buy a violin, go to a shop that also does full repair. they will not stock violins made out of crappy woods and probably setup the violins themselves/fix any problems out-of-the-box. we sell "angel taylor v-100" violins (from century strings) new at $400 and they are the lowest quality we would sell someone.

cuz i dont know of any store that does stocks alot of violins and does full repairs on them
