It depends what you mean? To re-master it or make a basic edit? One of the easiest will propably be Magix Music Maker and Cool Edit.

Audacity is a great freeware program for simple editing/mixing.

reaper is the best (for free)
it can use VST plugins,
and it is free
if you want to edit Midi or guitar tabs, Guitar pro is the best

There are several really expensive programs you can use. It depends on how serious you are.
Pro tools is one.
