i play a note on my high e string, normally like fret 3-9 or so, and its like... all vibrato'y and sounds like i have a chorus effect on. anyway to fix this?

Sounds like your action is out. Get your bridge, neck, truss-rod and action fixed at your local guitar shop.

It will most likely vary between guitar shops. A setup cost me $60, but that was with $20 strings and having them put a wooden block under my tremolo. So, it'll probably cost less than that.

If you want to try that, go ahead. You can find guides on YouTube and such.
Though, I highly suggest not doing it unless you know what you're doing.
When I got my first tremolo, not even guides could help me figure out what I was doing when I tried to fix it.

But, it's up to you. I'm sure the guitar shop can fix any mistake you make, if any. Though, I don't know if you can cause major damage or not by messing around with that stuff.

Listen to this guy.

And the cost for setting up your guitar professionally is around $60 but just setting the action is much cheaper maybe around $15
