audacity works, depends how good you need it to be though

audacity is one of the preferred free programs

just need it to add some more high beats to something and speed a song up is all.

if u dont want to mess with both just download cubase or FL studio though fl sucks by quality

Acid Planet Sonic Foundry is an awesome program that allows you to edit, add riffs, loops and more.
You can speed up a song, or slow it down. Change which speaker the song goes into, vs the music..

It's a great program...give it a try.
