Find something you feel strongly about, and just start singing little lines to yourself. You'll hear something you like eventually, and that's what you build off of.
My life is sort of at a pause at the moment, so I've got nothing to write about. Of course, with the exception of writing about not being able to write about anything because my life is in pause or slow motion. When I write, I usually try to think of the movie I just saw, and write about the love interests in the film and what not. Smoke weed and listen to good music that inspires you.
I don't write lyrics though, that's just what I do to write music.
I prefer to stay away from the "drugs will make you a better musician" stereotype.
