It is possible but it is quite difficult and impractical unless you are specifically alternate picking every note as a ph or sweeping them. You need to move your index finger closer to the tip of the pick so you can drag it across the string, essentially doing the same thing as a regular ph on a downstroke. The angle at which you need to hit the string and the positioning of your index finger need to be very precise, and it makes it fairly difficult to play non-harmonics, which is why this technique is not used unless you are using it for a specific sound and effect with alts/sweeps of all harmonics.
