Preferable is a matter of taste. As for different, well it certainly reduces the pick noise and thus sounds different...

I do care about pick noise. I prefer a smooth picking technique as opposed to the usual crisp and loud "tick-tick-tick" we hear most of the time. Frank Gambale vs Petrucci for example. Maybe most people won't notice/care, but it actually annoys me

I'm not into circular picking enough to give examples right now, I just know what it is and liked what I watched on youtube when I last checked it (although I remember EJ talking about it and I liked his way of doing it)

The difference between Frank Gambale and JP is an issue of economy/alternate, and probably moreso an issue of tone. Anything that requires more effort, but yields almost no distinguishable difference, and addresses something that isn't even a problem in the first place is a waste of time.

Stevie Ray Vaughan - Pride & Joy. That is circular motion picking, think of it as intelligent fingerpicking as it plays Bass aswell as offbeat rhythms. If you STILL think it's a shredding technique, then you need to go back to your music school and demand your money back for not teaching you important information.

Also, if anyone is into acoustic playing, Circular Motion is a great technique to learn as it opens up a hell of alot of possibilities. You know, for your AWESOMEGOSU UBER SHRED LOL <_<
