Some skill? yes. Not near as much as other instruments, though.

I wanted to see if people thought that the technical ability required by world-class turntablists was on-par with the technical ability required by someone who has a mastery in a traditional stringed, percussion, brass, or woodwind instrument.

Yeah, I think it is a musical skill. I also think it's on-par with the abilities of masters of other instruments. If it wasn't, there wouldn't be any famous DJs in the industry, everyone would be able to do it.
