Get a practice pad for the snare and if you really want to buy one for a foot pedal you can, however they are FAR cheaper to make those.

The practice pad, stand, chair, and bass pedal pad would run you about 150$

I'd suggest buying a practice pad just for the snare, and if you can get a stand as well because it helps to play the snare at the proper angle. If you can't afford the stand then you shouldn't worry because its still perfectly functional if you place it on a flat surface and play on that.
That is how I began learning the drums and now, if I toot my horn a little, I am extremely good at drumming because I have the rudimental basics but also especially exceptional hand skills. That definitely came from learning snare drum first and then following with the rest of the set about a year a half later.

pair of sticks (10 $)
stick control book(around 15 $)
cheap practice pad ( 10-15 $), or 40 $ for a vic firth which is quiet.
practice book and stick control....when you get used to it updgrade to a nice kit and you'll be awesome
