Lots of people like something because lots of people have heard it.
Let's say I make a terrible song that only 1% of people who listen to will enjoy. Radio decide to play my song on every week for a year resulting in millions of people having heard it granting me tons and tons of fans, even if 99% of people who hear it hate it I still end up with ten thousands of people really liking it just because of the massive exposure my song got.
Compare it to a really good track that many people will find enjoyable but is released on a really small label and ignored by the media, almost none will hear it so it will be much less popular.
You argue that the first track is better by default but that just goes to show that you have no idea how marketing works

Well why would Radio even play your song if its terrible and nobody likes it?
Radio uses Marketing to figure out which songs to play.
Do you think DJ's only play what they like? Cmon - wake up.

Another decent example would be Zappa in an interview making a joke that one of the worst bands ever The Shaggs were better than the Beatles, the exposure they got from that interview granted them massive cult status.
Quality of music was terrible, is terrible and will allways be terrible, the only thing that changed is the amount of exposure they got.
