Just listen to the lyrics, and remember Bob is talking to YOU even if you have hairs !

In that song, Bob explains us that we are not free, even if we are not in jail and think we are free...
The only real freedom we can really experience comes once we free our minds (stop thinking when not needed) and truely live the present moment that is given to us.

He said "none but ourselves can free our minds", not "nothing but the herb can free our minds"
