Yeah, pretty sure its the counselor but the Narcos style stuff doesnt really fit. Its with Brad Pritt, Michael Fassbender, Penelope Cruz(?) and I think Cameron Diaz and other big names as well.
In the final scene Brad Pittt gets beheaded by the device you talked about. Earlier he used it himself.
