Beats and hooks imply a very simple repetitive song. If the emphasis of a song is 'check out this beat' than it is probably going to be bad or of little replay value... or well I guess some people are into a beat on loop with little variation.
Not really my thing.

So between these two lyrics. If you were to go into the music aspect with something deeper than an emphasis on a beat, like the song structure as a whole, and combine vocals with lyrics than it would be a really hard decision.
