That's a toughy.

It's a close tie between Jacobs Ladder and The Amityville Horror(1979 Version)

Although technically, Jacobs Ladder isn't really a horror flick, it's Physiological/Drama; but the movie is creepy as hell; so in my book a good creepy feeling in your gut, is just as potent as a quick scare.

These of course our my personal picks, i won't vouch them as being the scariest of all time; i think that would be impossible to determine seeing how everyone scares differently and on different levels.
