Is there proof of him scamming? if so you should create an accusation against him and request scammer/locked tags.

If there is no proof, just allow him to do as he pleases, and just have him go first in all trades to make it secure for you. You could also request a mediator.

I preffer just spamming his trades, unless ofc its against the rules.
