Free transfers are still going on I believe so, that's probably what he means by it being available on all pvp servers.

10k gold isn't a lot, I've been 60 for 3 days, farming with friends. Selling drops for 700+ gold each isn't hard.

Also yes, free server transfer = gold on all servers.
