Well in a sense the only things that are rare are some transmogs, cosmetics, specific legendary healing potions, and Ram's Gift. Pretty much every weapon and armor piece can be 'found' by crafting rares and kanai upgrading them to legendaries. I suggest either getting lots of crafting mats or ordering the exact items you want from somebody.
