I suggest buying a crafting materials bundle from ps4_4eva and if he doesnt respond ill help you out.. With crafting mats you can build rare and sometimes legendary items around your lvl.
You could alternatively buy a lvl 70 gear set that has been reduced to lvl 1 requirements.
