Can you alter legendary passives?
i.e.
Death's bargain:
"Gain an aura of death that deals 900% of your life per second as physical damage to enemies within 16 yards."

Edit: they're normal stat ranges are 740%-1000% and 15-20 yards FYI

Legendary passives on items are all RNG sadly. I cant change them. They roll when the item spawns in game.
