Off topic but where do capes drop besides the cave troll cache?

They're just a very rare drop. The most recent update made epic ones drop from even normal chests in ruins.

To further answer, and as a free bump to OP, the cloaks drop basically anywhere. I have gotten them from coffin in normal crypt runs, I have gotten them from both Wraiths and Skeleton Champions, and I have seen plenty on other players (lol).

I mean it's an item slot, so it should drop anywhere.
I see no reason why any item should be linked to specific monsters besides the bosses.
The rest of the monsters + skeleton champion/wraith should have loot tables with RNG % based drop chances on things.
