User vids are literally the only way you get caught and the penalties arent very severe until you get caught multiple times. Hacking is VERY common and Id bet its higher proportion than you would think. Some of the hacks out there now are specifically aimed at reducing lag such as forcing low quality, reducing MEM usage, removing player bullets (I can only imagine how much this helps in crowded worlds like fame trains), and others. These types of hacks are literally unable to be caught by other players because you are given no indication of a person using them.
