I think you mean 70/70? There is no way you could start out at a higher level for legendary.
He didn't do anything wrong, he just did the fast track to legendary, by only maxing the first ability on both rare his pets to ensure he unlocked the max level for the next tier.

anyway Do you unlock the highest possible max level by just maxing one of the two abilities? That's good to know.

i didn't do anything wrong, it maxes at 70... 2nd skill doesn't haev to be 70 to get 90/90 at legendary.
