I'd probably Charsi it
25 life is low
Cold / Light Res are kind of useless
Look at it like a 45 str belt with 24 fhr / 25 hp / 5 rep life
Casters will want lower str req.
Melee will want more HP or +mana on it or better resists / higher def even.
You might be able to get 10-50 for it if the right person needs it.
