you cant buy the item they are account bound, you buy the runes and use your resplendent spark to craft, they are selling the runesets but cannot sell the actual item or the resplendent sparks. all mythic items are this way

either complete your season quests or do mythic undercity runs and salvage unneeded mythics to get sparks
