item power dictates the max roll on an affix. greater affixes enhance those inherit maxes. Masterworking can add a GA to your already GA'd item. Tempers can further Triple GA that one stat. GA is always a higher roll ~20% higher and is always the same in how much it grants if obtained by MW/cube/etc.
A stat that is increased by 5-20% of it's inherit value. marked with a star. Should only spawn on Ancestral items - 900ip.ancestral (900ip) vs non ancestral (850ip)
850 ip - non ancestral 250-298 base (not including MW) tat means master working. MW increases all affixes on an item. When you hit a MW you increase all stats by 5% on the final roll you choose one that goes up by an additional 20%. You may also re roll that specific stat again, but that's a couple more YT vids
