Yes!
On character selection you can skip everything up until the LOH campaign (starting this season you must complete LOH before gaining access to the cube). If you've already completed the "LOH" campaign you'll be able to skip LOH campaign on any new characters made, but only AFTER you've done it just once. Next season you should be able to skip the LOH campaign even if you haven't completed it although this is just speculation from what past seasons have done.
In regards to torment access, you must first get to level 70 before you're eligible to access torment levels 1-12.
