Hello, i want to test the new Season, do i need to start from beginning and search the items?

No u can transfer ur current chars first and use them, and there is a vendor that lets u get everything u need for free, including all items/materials etc

when i transfer my chars they are non season?
and where is the vendor for the staff?

yes, character in PTR if copied from your battlenet will not have seasonal abilities/items/perks. There is an NPC in Ked Bardu that will give you everything you need to play a new character on PTR. Hes right beside you when you spawn in after having made a new charcter on the PTR. He will give you full gear/mythics/materials, paragon 200, etc. Id suggest doing it that way.
