How the hell do i get perma evade? Maxroll says i need 59% evade cooldown but you can only get that on boots and at best its only like 25-30. What am i missing?

Amulet, you can get evade on amulet, hit it 2x with masterwork then you're good. Ditch then Shako for the real powerhouse, loyality mantle.

The version with gorget uses Shako. Shako's cooldown also works for your evade.

You don't need Shako bro. Just get the Mantle helm and Sepazontec. Get some tempers on boots for evade cdr. You'll have no evade issues.
