It is a drop, almost exclusively to bosses. Finding it outside of summoned bosses is like hitting the lotto. Pay for belial runs and you might get it. It cannot be traded. If you find mythical you don't need, you can salvage them at blacksmith for crafting material (need 2) to craft the shako. You'll also need runes to target craft the item you want. Oh I see, to get the sparks do belial runs for at least 2 mythical to get the sparks than buy rune set and craft it ?

You also get 3 sparks per season. 1 season rep quest line. 1 season journey and 1 lilith kill. Those plus 1 rando mythic drop that you salvage gives you 4 to make 2 mythics you want. As others have said you need the runes as well and the legendarys are pretty rare. Easier to buy the sets you want.
