I have an idea how to use the Stamina Potions to unlock the Secret Cow Level.
we need 4 individuals with each a Stamina Potion however.
Go into Andariels Lair: Hanged Mans Hall
Each individual stand on top of one of the 4 red circle platforms in the lobby
use the Stamina potion at the same time
If the portal were to open; it would open where the pentagram star is.

I don't think d4 needs cow level because it simply doesn't fit diablo franchise. I think best option blizzard can do is start separate franchise/IP for it.
