It ain't that bad. There is a lightning spear build which doesn't use hatred crit boss power. They use harbringer's x30% vulnerable damage passive but without any vulnerable damage tempers on gear, you can't use it. With this, you'll have +400% vulnerable damage but my problem with this amu would be something entirely different. Getting evade cooldown to 17-17.5% is much more important. Yours is too low. I would've rerolled that one first before trying for crit damage.
