how does that work in this game? wanting to start a second character with my wife leveling me not quite sure what to do or how it's done these days

Pay someone to run you t100 pit. About 4or 5 runs, you should be at 60.

Better way is to collect tree of whisper caches from T4, about 27 or so. That way, you'll get your glyphs, gear and aspects at once.
