I’m running quill volley with banished lord and kepeleke I have over the 240 vigor when I use a resourcefulness potion. My voracious fortress won’t proc hardly at all. What am I missing?

I would suggest to follow the guide you were using and check out their notes section.

Do you use the runes word Poc + Cue to proc the barriers?

1. first make sure you have the right runes. should be use 300% resource to trigger bulwark.

2. make sure your vigor generation (not regeneration) is at or near 100% when buffed with your skills.

side note : make sure your vigor is baseline 250 MINIMUM before using resourceful potion. this way you hit your 275 with the potion and can trigger overpower basically every hit.
