Dude, you're awefully active and hating on D4 in D4 forum not to be mad. I mean I can't games like Dragon Age : Veilguard but I don't go out of my on hating spree on their forums. It's obvious who is the mad one.
As far as the games, you've listed, only PoE qualifies as modern arpg. The others are really well done D2 clones.
Itemization could be better but it's alright. Take for example mythics: the grandfather in d2 is nearly useless, in D4, you could use it to a great degree. New mythics introduced this season kick ass with their downsides. Heir of perdition is totally offensive but lacks damage reduction, life and armor. Shroud of false death is also totally offensive with 0 resists compared to tyrael's. Guess what? You can customize your paragon board to choose more resistance and armor nodes to compensate. You could get damage reduction through aspects. Do you want resistance on boots? Occulist can enchant your boots. Want more armor? Perfecr skull in jewelry.
Where can I do all of this itemization customization to my very own build depending on my current gear in any of the D2 clones except for PoE?
Each class has got at least 7 builds. They play totally different from each other. You can have build defining aspects outside of the scope skills and paragon points alone.
Failed itemization? You mean countless identical junk uniques which I cannot adapt to my build with tempers and targeted masterworking on the stats I really want or need?

Gameplay wise, D4 is as fluid and fast paced as it gets. There is no competition at all in the arpg market.
Arpgs are about fact paced mindless randomized grinds. D4 does it best right now,
