Seems i have to exit game and rejoin game after i change the paragon board and/or skills for the changes to take effect. After i leave game, i noticed my character is much stronger or weaker than when i do the chages and stay in game

Not a huge issue, but anyone have the same issue?

Post this on the bug reports section on blizzard forums. I have not experienced this, but I believe you.

Also try repairing your download.
