I think they're bugged. I'm not finding one single person who's obtained the "regular" boots of khazra. I also farm only t4, so maybe this is a glitch to where they only drop in t1-3. Please submit a screen shot of the cosmetic if you've obtained the "regular" not greater, but regular boots of khazra from the dark citadel.

Confirmed not dropping for players who spent 100 hours on t1-3. They don’t exist.

You're right. I have the helm and the gloves. Interesting.

So After the patch, they just appeared in my wardrobe automatically. It sounds like Blizzard answered my Bug Report.
