No. 1 that's a bald statement. I've seen some korean players who did tier100s nmds and uber lilith on preseason when sorc was probably the worst class with only b tier builds. Big respect for inventive and mechanically gifted players like these. But these guys and what they were able to come up with were hardly noticed and taken notes of.
As far as minmaxing goes I don't trust youtubers and streamers too. Don't know this one specifically, but on season 2 I was doing my own ball lightning sorc and was able to reach higher tier aoz than every famous sorc streamer, especially maxroll and icyveins have one of the worst builds.
This season I was doing hipster sorc build using skill which is not even included in maxroll tierlist, but was able to push as high as a tier builds, only couldn't compete with lightning spear which was obviously broken mildly speaking. I've seen it had some indirect buffs so will be trying to push it again. Just wondering if lightning spear will be still op af and will make me feel bad that it's so imbalanced and everyone is forced to play the same build
