Over 100% on Chance for a Second Lightning Spear When Cast

As the title says, I'm over 100% on Chance for a Second Lightning Spear When Cast on my Lightning Spear Sorc after getting (un)lucky on masterworking and having it pop an extra time leaving me at 122.9% chance for a second lightning spear. Does that extra ~22.9% equate to a chance for ANOTHER Lightning Spear to cast? Or does the phrasing of "Second Lightning Spear" imply that 100% is as high as you ever need this to be?

Close to 100% is what you're aiming at, 122% is the same as 100%
