General idea was that is cool still to keep progressing "after" max level. As far as I remember Krip's idea was about not giving player much power when he gain "champion" levels.
Overall I agree, final paragon level is just real max level, so no point in it. Pretty common situation for modern blizzard.

I dont see how any company would argue in favor of "Paragon" and stop character Lvl at an unappealing 60, when they can just lift it up to 100 or even further and give them the exact same tools.
No one, as far as I know - likes the Lvl 60 /xxx amount of Paragon design Lvls compared to a clear Lvl 100 or Lvl 150 character design. The way it feels and looks, the way progression would feel, the way its easier to understand and explain to new guys and so on....it would be so much less annoying to not have that unnecessary system on top of a system.
