Can you get uber uniques from Obol vendor?

Yes - Mythics can drop from the obol vendor. It was changed this season.

Unique and Mythic Unique items can now be acquired from Whisper Caches, Purveyors of Curiosity, and Tortured Gifts in Helltide.
The chance to find Mythic Unique items through all non-boss means has been increased.

yes i believe you can get mystic drops about everywhere now.

super unlikely but its possible.

someone in my party got from the hordes chest.

even if you play a ton. like streamers do.

its near impossible to get one outside of tormented bosses.

so don't count on it.

but its possible.

so just farm tormented bosses
