If you are talking about masterworking, hitting the first affix above the border, no. It cannot. It is everything under that border.

No, im referring to crit vuln an overpower distinctly, does it apply the 159% to all three or just one? Does it total up to 159*3 potentially?

All 3. But most builds don’t do all 3 at once.
