Ultimate cool down temper is Necromancer Efficiency only.
s5 is bugged in that tempers carried over from s4. It was unintended, but devs are not going to fix as the season is so short.
If you don't have Necormancer Efficiency Temper from s4, you'll need to level a necro in s5 until it drops...
