Yes best

depends on the build. but i think most are better of with a 1hander + offhand. the extra aspect if normally worth it + extra tempers.

i think theres an argument to be made on if the 100% bonus for the aspect of the 2hander is crucial for the build and that they also nerfed cdr stat pretty hard on offhands.
last season my blizzard sorc was much better off with the glacial aspect on a 2hander staff. im not playing a sorc this season though.

and its tempering that will make the difference, not necessarily masterworking.

If you’re playing spears then you need a staff because it doubles the splintering aspect
