Currently sitting on lvl 32 teleport. Cd on amu and focus (non GA) plus cdr from tal ring, and 2 X 10% cdr on teleport tempers. Still get more than 3 seconds.....

No one tried? I just wanted to make the fastest build possible to farm grim favours

Surely after 32 levels of teleport you realize it's not going to go lower.Lvl 3 with 51.1% cdr and its 4.84. 16 more levels from occy goes to 3.25. A ton of evade cd tempering + "attacks reduce evade cd" boots is probably the way to go.

*edit* here are various levels and their reduction per level without any CDR
