Why does the game not drop my last tempering manual? Has been 15-20 hours of helltides and still no drop

I feel like there are certain bosses which can drop these at really high %, but I have yet to see it mapped out. Two buddies of mine needed the crit% on rogue so they could roll their barb gear and Lord Zir dropped it within just a few runs.
